November 20, 2022 - The Denis Diderot Committee addresses the EUTELSAT IGO Advisory Committee regarding Eutelsat S.A.'s collaboration with the Russian war propaganda and genocide incitement apparatus and the policy of the company with regard to channels from non-European countries.
The European Telecommunications Satellite Organization (EUTELSAT IGO) is an intergovernmental organization comprising 49 Member States. Its mission is to maintain the rights to frequencies and orbital positions obtained internationally from the International Telecommunications Union and to supervise the activities of Eutelsat S.A. so that it complies with the amended EUTELSAT Convention.
On November 24, there will be a meeting of the EUTELSAT IGO Advisory Committee. At each of its ordinary meetings, the Assembly of Parties of EUTELSAT IGO appoints an Advisory Committee composed of a maximum of eight Member States. The Advisory Committee, which meets twice a year, advises the Executive Secretary on the budget, staff and any matter submitted to it by the Assembly of Parties. It has no decision-making role. The Advisory Committee currently includes Parties from Azerbaijan, Bulgaria, France, Hungary, Italy, Poland and Turkey. Other countries can participate as observers, it will be the case this time of Ukraine.
The Denis Diderot Committee urgently sent a letter to the Executive Secretary, Mr. Piotr Dmochowski-Lipski, and a note asking if it could be communicated to the Parties (see below). Mr. Piotr Dmochowski-Lipski acknowledged receipt of the letter.
The note proposes a radical change in the approach of non-European customers by Eutelsat S.A., which currently does not take care of human rights values. This is demonstrated not only by the continued collaboration with Russian pay-TV platforms and war propaganda and genocide incitement channels, but also, in particular, with the channels of the Iranian State broadcaster IRIB, the Hezbollah channel and the Houthi channel. of Yemen, spreading anti-Semitic propaganda.
This kind of NGO approach towards EUTELSAT IGO is probably new for this organization and we are not sure if it can be considered, but we think it should be tried. The steps taken since March with other institutions have not been useless.
The Denis Diderot Committee hopes that other organizations will join this approach.

L’Organisation européenne de télécommunications par satellite (EUTELSAT IGO) est une organisation intergouvernementale qui comprend 49 États membres. Sa mission est de maintenir les droits sur les fréquences et positions orbitales obtenus internationalement auprès de l’Union internationale des télécommunications et de superviser les activités de la société Eutelsat S.A. afin que celle-ci respecte la Convention amendée d’EUTELSAT.
Le 24 novembre aura lieu une réunion du Comité Consultatif d'EUTELSAT IGO. Lors de chacune de ses réunions ordinaires, l'Assemblée des Parties d'EUTELSAT IGO désigne un Comité consultatif composé de huit États membres au maximum. Le Comité consultatif, qui se réunit deux fois par an, donne des avis au Secrétaire exécutif sur le budget, le personnel et toute question qui lui est soumise par l'Assemblée des Parties. Il n'a pas de rôle décisionnel. Le Comité Consultatif EUTELSAT IGO comprend actuellement des Parties de l'Azerbaïdjan, de la Bulgarie, de la France, de la Hongrie, de l'Italie, de la Pologne et de la Turquie, D'autres pays peuvent participer en tant qu'observateurs, ce sera le cas cette fois de l'Ukraine.
Le Comité Denis Diderot a envoyé en urgence une lettre au Secrétaire Exécutif, M. Piotr Dmochowski-Lipski, et une note demandant si elle pouvait être communiquée aux Parties (voir ci-dessous). M. Piotr Dmochowski-Lipski a accusé réception de la lettre.
La note propose un changement radical dans l'approche des clients non européens par Eutelsat S.A., qui ne prend actuellement pas soin des valeurs des droits de l'homme. Cela est démontré non seulement par la poursuite de la collaboration avec les plateformes de télévision payante russes et les chaînes de propagande de guerre et d'incitation au génocide, mais aussi, notamment avec les chaînes du diffuseur d'Etat iranien IRIB, la chaîne du Hezbollah et la chaîne Houthi du Yémen, diffusant de la propagande antisémite.
Ce genre d'approche d'ONG vis-à-vis d'EUTELSAT IGO est probablement nouvelle pour cette organisation et nous ne sommes pas sûrs qu'elle puisse être prise en considération, mais nous pensons qu'il faut essayer. Les démarches effectuées depuis le mois de mars auprès d'autres institutions n'ont pas été inutiles.
Le Comité Denis Diderot espère que d'autres organisations rejoindront cette démarche.
